Step 1:
Let’s start out by creating a new file. I used a 600×600 pixels canvas set at 72dpi, and I filled my background with a black color. Now select the Rounded Rectangle Tool, above your screen under the options palette choose Fill Pixels, set the radius to 12 px and check anti-aliased. Then create a new layer and draw a rounded rectangle with #0096B7color shade and 118×50 px dimensions.

Step 2:
Under Layer Style(Layer > Layer Style) add an Inner Shadow, Satin and Gradient Overlay blending options to your rounded rectangle layer from step one.

Step 3:
In a new layer draw a large rounded rectangle with 237 x 133 px dimensions and #004250 color shade just below your tab design.

Step 4:
Under Layer Style(Layer > Layer Style) add an Inner Glow and GStroke blending options to the large rounded rectangle layer.

Step 5:
Create a new layer and make a black rounded rectangle with 225 x 171 px dimensions on the center of your rounded rectangle content box..

Step 6:
Under Layer Style(Layer > Layer Style) add an Inner Shadow and Stroke blending optiosn to your black rounded rectangle layer. Then set the layers blending mode to Lighten.
